If you’ve been scrolling through TikTok or social media lately, you’ve probably seen videos claiming that Spain is about to slap a tax on dog owners starting in 2025. It’s caused a bit of panic, with people wondering if they’ll have to start paying to keep their furry friends. But here’s the truth, for now, it’s just a misunderstanding.


What’s Really in the Animal Welfare Law?

The confusion seems to come from Spain’s Animal Welfare Law, which came into effect in September 2023. This law focuses on making sure pets are treated well and that owners take responsibility for them. But there’s no mention of a dog tax anywhere in the law.

What the law does say is that dog owners need to have civil liability insurance. This covers any damage your dog might cause to other people or property. Some home insurance policies already include this, but it’s worth double-checking with your insurer to be sure.

So Where Did This Rumor Come From?

It looks like the rumor might also have roots in other countries. In France, for example, there was talk back in 2024 about adding a dog tax to reduce impulsive adoptions, but it never became law. Plus, in Spain, some cities like Girona already have local pet fees (around €35 a year for dogs) to help fund things like animal control.

No National Dog Tax – At Least Not Yet

Spain’s General Directorate of Animal Rights has been clear, there are no plans for a nationwide dog tax. Local councils can charge small fees, but there’s nothing coming from the state level.
