Sánchez and Zelensky Sign Historic Military Aid Agreement

Pedro Sánchez, the President of the Spanish Government, hosted Ukrainian leader Volodymyr Zelensky at La Moncloa on May 27. This meeting underscored Spain’s unwavering support for Ukraine since the onset of Russian aggression. Sánchez highlighted Spain’s commitment to Ukraine, emphasizing the deep respect and affection the Spanish people have for the Ukrainian cause. Zelensky, in turn, expressed his gratitude for this solidarity, acknowledging the critical support from Spain during these challenging times.


The La Moncloa Summit: Strengthening Bilateral Relations

A significant outcome of this meeting was the signing of a bilateral security agreement between Spain and Ukraine. This agreement includes a substantial military aid package valued at 1.129 billion euros. The aid comprises various military supplies, including Patriot missiles and Leopard battle tanks. This package represents an unprecedented level of military support from Spain to any country, illustrating the depth of Spain’s commitment to Ukraine’s defense efforts.

Political Contention: Debate Over Congressional Approval

However, not everyone in Spain‘s political landscape is on board with this agreement. Some voices among other parties shared their dissatisfaction for not being informed about the military aid package. They criticized the lack of transparency and called for the initiative to be brought before Congress for discussion.

In response to these criticisms, Pedro Sánchez clarified that the agreement with Ukraine does not require a Congressional vote. He explained that the arrangement is a ‘memorandum of understanding’ rather than an international treaty, thus not necessitating formal legislative approval. This clarification was delivered during a joint press conference with Zelensky, where Sánchez addressed questions about the concerns and reaffirmed the government’s stance on the issue.

Zelensky’s Appreciation for Spanish Support

During their meeting, Zelensky reiterated the dire need for enhanced air defense systems in Ukraine. He painted a grim picture of the ongoing conflict, stating that Russia launches over 3,000 bombs each month, predominantly targeting Ukrainian civilians. This stark reality highlights the urgency of Ukraine’s request for additional defensive capabilities. Zelensky’s appeal for more air defense systems is a direct response to the relentless Russian offensives, particularly in regions like Kharkiv and Donbass, which have been under severe attack.

King Felipe VI’s Gesture of Solidarity

King Felipe VI also played a noteworthy role during Zelensky’s visit, greeting the Ukrainian leader at Madrid-Barajas Airport. This gesture was highly unusual and was deeply appreciated by Zelensky, who regarded it as a ‘special honor.’ Such a reception by the Spanish monarch highlights the high level of respect and solidarity Spain has extended to Ukraine during this tumultuous period.
